It means that as a wilderness traveller across our backcountry water system you are required to follow a "special set of rules" that both countries have conveniently processed for sportsmen and women who enjoy fishing and hunting the border country.
These special regulations and application process created by both countries take place from your own home and do not require you to travel to any port of entry.
CANPASS (rabc) PROGRAM
This prgram requires you to go online and download the Canpass form which is also called the RABC or. Remote Area Border Crossing permit. You can easily find this on our North of the Border tab or simply google canpass rabc.
Once you have this document simply copy your passport facepage and mail it into ThunderBay. We advise to start this early because the process can run 4-6 weeks time. If you are applying for a passport simply make a copy of your birth certificate and ssn card or drivers license. They will accept this ID. "please read all of their instructions"
If you are a late arrival going to Stokes Bay proceed as follows. Go past our Ash River Trail exit to International Falls Minnesota. Park at Border Bobs or the U.S. Customs office and then walk across the bridge with your identification papers. You will be ushered into Canada Customs and you can receive the RABC at that time. Your spenidng about 2 hrs for this so we highly recommend you process at home. This is one of the reasons our camp is popular. It is a wonderful trip to Canada and it is close to home when we meet you in Minnesota.
When you head for Stokes Bay, you are leaving the U.S. and entering Canada with your RABC.
YOU MUST CHECK BACK INTO THE UNITED STATES UPON YOUR ARRIVAL; IT IS THE LAW!
There are basically three ways to re-enter the U.S. and the first program, specific with this trip is easy to follow. Remember to call if you have any questions.
1. Make a copy of your passport facepage at home.
2. Deliver this copy to the boat driver prior to boarding the Stokes Bay Transport Boat
3. If you are traveling with your own boat to camp you must deliver the copy of your passport
to the Stokes Bay boat driver also. In your own boat you must at all times follow the boat to and
from Canada unless you are given specific directions from the Stokes Bay Boat Driver. If you vary
from this rule you could be fined by the U.S. Customs Office upon your return to the U.S.
4. Upon returning from Canada your boat driver is required to "Clear Into U.S Territory" by making a
phone call to customs. While this call is being made all passengers returning must remain in the boat
or on the dock system at landing. Once the Boat driver, or U.S. Cusotms officer has declared your
entry you are able to continue to your vehicle for baggage pick up.
ANY VARIATION FROM THESE RULES AND YOU ARE SUBJECT TO FINES AND PENALTIES
The U.S. Customs has a program called the I68 trusted traveller program. It is designed for easy check in procedures for wilderness travelers crossing our friendly border with Canada. For this program you must go to a port of entry U.S. customs office and apply in person for this document. It is a good program and generally takes 30 minutes or so to process. Generally a google search can show you where the nearest office is to your location. For those in our area we can apply at International Falls U.S. Customs office.
Physically reporting to a U.S. Customs office. YOU MUST APPEAR AT THE CLOSEST PORT OF ENTRY UPON YOUR ARRIVAL TO THE UNITED STATES. The closest locations are Crane Lake (East of Orr), International Falls (North of Ash River Trail), Ely Minnesota and Duluth Minnesota.
